Ruby vs Ruby on Rails programming languages?

Hello, I am learning Ruby and I heard that Ruby on Rails is a bit different. I have no idea what the differences are so could someone please explain? Should I learn both or is one of them good enough?

  2. Same language. Ruby on Rails is just a framework using the Ruby language. It’s all Ruby.
